Persons such as Brown in Ferguson MO. make for poor criminals. They are too easy to spot due to their large bulk and extraordinary size. Given an APB they are taken down from the description primarily.

Profiling as an institutional method began early in the drug war.

That protocol which was correct was:

Two young white men driving north from Miami on Monday morning on the Interstate in a car with New York license plates and driving exactly at the speed limit are probably smuggling drugs in that car, stop em'.
